how do i delete an old icloud id when it has been deactivated
im reallly gettting fruastrated and i cant even sign out of the icloud and download anything

Your question isn't clear. iCloud IDs are never deactivated; they exist forever. If you mean you have a device that is Activation Locked to an iCloud ID and you know the passcode go to htps://icloud.com/find, log in, and you can remove the device from the account.
