Safari History Syncing but no Bookmarks?

Hi, my safari syncing history but does not sync the bookmarks.

What I tried so far;

- Turn On/Off Safari in iCloud Settings

- Sign Out/In iCloud in System Preferences

- Reset Home Directory Permissions and ACLs

- Sign Out/In iCloud from my other device

- New Password

- Open debug Menu on Safari and Sync History from iCloud

- Format 2 times

- Clean Install

My other two devices syncing without any problem but this old machine doesn't sync the bookmarks just syncing history.

Waiting for the new suggestion?
