No.. this is not possible.. you cannot partition a TC drive over a network. You do not have access to the disk directly.. you never did have. The TC drive is purely controlled by the TC firmware.. all commands must be handled by the TC itself and Apple do not allow what you want.. trust me I have tried.

I have some documentation on what must be done.. but it failed.. and you will need to put more work into it.. but I can tell you I successfully partitioned the TC disk.. what I could not do was make the TC accept it. From that moment on the TC gave me disk errors.
If your TC is gen4 or earlier you can pull the hard disk and partition it yourself using a SATA to USB adapter. But that does still leave you with errors.
I would not advise anyone to pull apart a Gen5 TC to merely partition the disk.. the whole inside of the Gen5 is too big a mess.. and fragile. Gen4 and earlier are a much simpler design with parts that are computer based.. not iPhone based.
And you are very limited in what format you can use.. ie HFS+ or FAT32. That is it.
What file system are you after? You do realise that file system on the TC is irrelevant.. as it is a network drive and is handled over the network using SMB or AFP.. without other devices being aware of the file system.
Could you use a virtual disk..??
it is possible to create virtual disk (DMG file) or even from windows the equalivent NTFS type.
