I am trying to resume a dmg download and it was interrupted and not gives me message " you do not have permission to access..."

I am trying to download free trial of photoshop elements, but the download gets interrupted and won't resume. It says- "you do not have permission to access..." (I can't see the rest)

If I double click on it, an error pops up that looks like following pic. I had to start download again...but have to leave Panera soon lol, so it will stop again!

On another note, I have paid for full version of Photoshop elements, but I can't get the website to let me download it, so I figured I would download trial and then add serial number later. Best laid plans...
