I have an iPad without a cellular phone attached.
can I make calls through FaceTime?
If so what is the procedure?

iPad Wi-Fi, iOS 11.2.2
FaceTime is an internet service, so it is not dependent on cellular data. It works just fine over wifi. Any Apple computer, iPhone or iPad with a wifi connection can make or receive FaceTime calls from other Apple device users.
But the person you’re calling must also be using an Apple device with a FaceTime account enabled on it (requires an AppleID to login and create the account).

How do I log in with my Apple ID?
i deleted the app, resinstalled it, but they never ask my ID.
I created the account for the person I want to call, but when I press the call button it doesn’t respond.
When you launch it, it should either prompt you for your AppleID to login and activate a FaceTime account (will be on the left side of the screen), or it will just log you in to your current account. If you’re logged in when it launches then just type in the name, email or number of the person you wish to call in the upper right of the screen.
Hi. Yes. You need the Apple ID of the user you're calling.
They need to have Facetime enabled, and be logged in to Facetime with their Apple ID.
