Adding to Jim's post, you can do an Edit/Select All, and an Edit/Add Cross Dissolve, and that will add cross dissolves throughout your project, or between the clips in whatever region in the timeline that you have selected.
If you want to insert a transition different than cross-dissolve throughout the project, choose the transition you want, place it between the first two clips in the timeline, select it, do an Edit/Copy of the transition, then select all the clips in the project or a batch of adjoining clips, then do an Edit/Paste, and the selected transition will be inserted throughout the project or in the batch of adjoining clips that you selected.

After Edit/Copy of the inserted transition, you then have to select the range of clips between which you want to replicate the initial inserted transition. I have found that Edit/Select All does not work and will leave the Edit/Paste still grayed out. Instead, select the first clip, then hold down the shift key and select the last one in the range. All of the clips in the range will now show a yellow outline. Edit/Paste should now be available. Do an Edit/Paste and the initial transition should now appear between all of the selected clips. If it doesn't work, then close iMovie and reopen it while holding down the Option and Command keys, and selecting to delete preferences in the box that appears. Then try again.
I think that the confusion was caused by my wording in the initial post. When I said "select all the clips in the project or a batch of adjoining clips" I didn't mean the command Edit/Select All, I meant to select all the clips by the method I described in the preceding paragraph of this post. Sorry I wasn't more clear.

If you go to the right end of the timeline under the viewer and click on settings button you can check the box for automatic content in the window that opens. This will place cross dissolve transitions between all your clips automatically. If you have a theme set for your movie it will use transitions appropriate to that theme. There is no way to add transitions of your choice automatically.
Hi,
After you select the transition you need to do an Edit/Copy as I stated in my previous post. If you don't Edit/Copy there is nothing to paste and so the Edit/Paste option is grayed out.

Thank you Jim. Thank you for that work around and I'm grateful you explained that what I was trying to do won't work. That's the first HELPFUL answer I have received here without a bunch of unrelated questions or trolling in several years. THANK YOU!!!!
thanks Rich. I'm having some trouble following this .... I was able to complete Jim's suggestion. Then following your direction, I was able to place a different transition between the first 2 clips, I selected it by clicking on it, I see it is selected because it has a bolder outline ... I also see the transition happening as I run the cursor over that transition.
Then I clicked on a few of the clips adjoining this one ... (both with and without the transitions between them selected) ... but the Edit / Paste option in the drop down menu is greyed out.
What am I missing?
Yes, I did Edit/Copy ... Edit / Paste is Grayed out. I've tried every way of copying & pasting, and at no time has the Paste not been grayed out. There is an Edit / Paste Adjustments as well .... but those don't work either.
Thanks for your time.
OK ... I'm going to follow along with your answer on one screen while I work on the app on the other screen ... and .... YES!!! selected multiple pics using the shift key worked.
Thank you.
You are welcome. Glad it worked for you.
