Apple pay verification card

I have set up my pay apple with my bank debit card, using it just fine. Then i had my wallet stolen, i cancelled the card and got a replacement new card debit. I removed old debit card from my apple pay, and add my new debit card. Then verification stalled and said verification cant happen and please wait few moments. I tried it again next day. Nothing gets through the verification. I have done the identify process (my last four social security, name and birthday).

How do i get my new debit card verification to complete? I removed my old debit card out from apple pay. I have been trying this for three days now.
