dictation keyword phrase option

I have a MacBook Pro mid 2009 with Yosemite 10.10.5. Under Accessibility I do not have the dictation keyword phrase option. Why? I would like to command my computer to open the internet without hitting the function key twice. I programmed the automator and installed enhanced dictation. No success. Please help!
