iPhone, some apps refuse to be placed in folder(s)

I have finally resolved to organize the many dozens of apps I have on my iPhone (iOS 11.2.2; most recent, as of this writing). I've created half a dozen folders and am placing apps, accordingly. For example, in folder, "Social" I've placed apps, Facebook, Messenger, Tumbler, etc. But, when I attempt to move Instagram into "Social", the folder deflects Instagram. I have the same problem trying to move Excel into my "Productivity" folder (which also contains Pages, Numbers, . What's up? It's not like these are special system apps.

Well, no sooner I wrote the question than I found the answer:

Some icons are just more touchy than others when trying to place in a folder. These apps require that you move them into the folder in an action that is perpendicular to either the top or side of the folder. Plus, I found that I had to kind of flatten my finger on the offending app so my finger covers more surface area as I approach the folder.

At times, moving icons into folders can take a bit of finesse. One needs to ensure that you have the app somewhat centered into the folder area, and if your finger is moved slightly to the edge, it won't work. The only other reason would be if your folder is already filled. It can only hold a certain number of apps. See this page from the iPhone User Guide. http://help.apple.com/iphone/11/#/iph59d79d61e There are no restrictions for placing apps in folders.
