Unless location services are on, the phone won't know to change the time zone. It sound as if, in the past, perhaps turning off Airplane mode turned location services back on on your phone. You might have had something set differently in the past. You could try resetting your settings. Settings>General>Reset>Reset All Settings.
I’m having the same issues. I travel for a living and change time zones frequently. My IOS is updated. My date & time is set to automatic. Privacy > System Services > Set to time Zone is on. When I turn Airplane Mode “on” while flying and then turn “off” when I land in another time zone, my time does not change to reflect the current time zone until I turn “on location services”. Then the time changes. BUT when I don’t turn on “airplane mode” when flying, the time changes automatically.??? I had a IPhone 6+ and NEVER had to do this. With my new IPhone 8+, this problem persists. I have called Apple and Verizon and no one has an answer but after reading other IPhone users having the same issues, I know it’s an Apple issue. Pl saw fix this issue...it’s so annoying

Thanks but with my IPhone 6+, I never had to turn on location services for the time to change. My work phone, also an IPhone 6+, does not have location services on and it changes time automatically after turning off airplane mode.
I can't speak to that. I can only offer suggestions on how to resolve your current problem.
Yes and thank you. I appreciate your suggestions but wish there was a solution.
Try my suggestion. It may change things to what they were on your previous phone if it's a question of going back to some defaults.
