I’ve activated the “calls on other devices” on my iPhone, but I don’t see a keypad on my iPad. Is the Contacts app the only way to make a call? Do I have to create a contact in order to “dial” a number? I

Through FaceTime. Click on Audio at the top and just key in the number in the box where it says "Enter name, email, or number". If you've already got a name in contacts it might be able to figure out which number to call by entering the name.
