when in messages and I select the Apple Pay to pay a friend, this message that the person cannot receive payments at this time comes up. is this function only for Apple users? can this person set up to receive? if so how?

Thank you for the clarification as the help page was my first go to. I wasn't sure as it mentioned the iTunes account, which you don't need to be an apple user to have this.
Im assuming that the recipient of the funds must have an active Apple Pay set up too.
Too bad apple is not allowing this for other users.
