Can't restore iPod Classic 120GB

I am having trouble restoring my iPod Classic 120GB. When I connect the iPod to iTunes, it freezes iTunes for a bit, connects, then disconnects, then begins the restore process and after a few minutes I get an error message "The iPod "iPod" cannot be restored because it contains files that are in use by another application." How can I fix this?


Quick Notes:

I am running the latest version of iTunes, 12.7.2.60 on Windows 10

I have tried re-installing the usbaapl64 file method

Also tried putting the iPod in DFU & Disk Mode and a few other suggestions in other articles on this same issue

Update: My iPod has successfully been restored! Norton Security was in fact, the issue. When I tried to disable it earlier, I only turned off the Smart Firewall feature. Fully disabling Norton Security requires both the Smart Firewall and the Auto Protect features to be disabled. Once I disabled both features, the iPod began restoring.

I have a 120GB iPod Classic (not sure which generation) and Norton Security with Backup runs on my laptop. Norton seemed to have interfered with the restoration of the iPod but once it was temporarily disabled (via Auto Protect and Smart Firewall) the iPod was able to restore through iTunes. I enabled the Smart Firewall and Auto Protect and now everything is working normally again.
