iPhone stuck on Apple logo even after hard reset.

I updated my iPhone through iTunes but after the update it would not restart and wanted me to acknowledge I trusted (my already trusted PC) which I could not do as the iPhone was showing the Apple ID and hasn't moved since. Hard reset hasn't resolved and it just won't complete. Was hoping to save the information on the phone, but is my only option to restore and lose everything? No matter how many times it restarts it only always gets as far as this:-
