Photos is scanning for faces when you import the photo to Photos. It scans the photo once and never again, unless you retouch a photo and modify parts of a photo where faces had been detected.
Or, if you reset the face detection completely, but then you will have to start over and reassign all already named faces again. That is very wasteful, see: léonie: How to Reset the Named People Album in Photos on High Sierra and iOS 11
You can not start or stop face/object scanning - it is totally automatic - patience is usually the answer - why do you think it is not scanning faces?

Thank you for your reply. I have left Photos running in the background for the whole day and it hasn't progressed at all, which made me think something has gone wrong. I have recently migrated from iPhoto to Photos.
