How do I use the comma/exclamation point key on iPad numeric keyboard?

If I bring up the numeric keyboard on an iPad (iOS 11) there is an exclamation point over the comma, and a question mark over the period. But there is no shift key, and, as far as I can tell, there is no way to actually type these characters from this keyboard. Am I missing something?
