itunes will not download to windows installer package problem

Having a problem downloading itune update to windows 10 on surface pro 4 message reads:

" There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor "

any suggestions

Found a fix here

Follow these steps to automatically repair issues including corrupted registry keys that block you from installing or removing programs:

Select the Download button on this page.

In the File Download dialog box, click Run or Open, and then follow the steps in in the Program Install and Uninstall Troubleshooter.

Fix problems that block programs from being installed or removed

https://support.microsoft.com/.../fix-problems-that-block-programs-from-being-in stalled...

choose itunes... uninstall... then reinstall iTunes.
