Radio App not working on Apple Watch Series 3

I have an apple watch series 3 with a wireless plan from AT&T. When I updated to the 4.2 OS I bought an Apple Music subscription to stream music without my phone while running, which was the main reason for me getting the watch in the first place. Every time I try to stream I get an error saying there is no signal please connect t cellular or wifi. When I check my cellular service I have a full connection. I've tried restarting both the watch and the phone as well as resetting the watch completely and starting over from scratch and I still receive the same error. I've validated all the cellular setting for the music and radio apps on the phone and the watch sand everything is on and set correctly and I still can't stream. I'm starting to think it's a hardware issue, if I can't get the music thing to work I'm just getting rid of the watch. Any advice would be great.
