Pictures in text messages won't download when not on wifi

When I try to download any pictures that are attached to a text message when I am NOT on wifi it just keeps saying "downloading" but never opens. Once I am back in wifi range they come through fine. I'm sure it is just some setting I have turned off/on but I can't figure out what it is? Please help!
