For iTunes no, media (music, films etc.) isn't currently available from iTunes in Albania - and as we are fellow user we won't know if/when they might be until if/when Apple announce something. You should have access to apps, podcasts, iTunes U and free ibooks there, but for music etc. you will have to look elsewhere.
