Calls going straight to voicemail with Watch

I am on my second watch because my first one would not receive calls consistently and when I did get the call, half the time, the caller could hear me but I couldn’t hear them. Set up my replacement watch and had two people call me 8 times with my phone off. 4 calls went straight to voicemail and 4 rang on my watch. The first time they called, it went to voicemail but when they called right back, my watch rang. For all 8 calls, I was in an excellent coverage area and so were they.

Disappointed with the the functionality of this Watch.

Welcome to the Apple Support Communities. It looks like no one has answered your question yet. If you answer some questions and provide more details about your Apple Watch not receiving all calls, the community will have more information to work with.

1. What model Apple Watch do you have, and if it's series 3, is it the GPS or cellular version?
2. What version of watchOS are you running?
3. Does your iPhone still receive the calls or do they also go to voicemail?

I have the series 3 Watch with GPS and cellular.

My watch is running 4.2 and my iphone is 11.2.2. Both say they are up to date.

The calls going into voicemail occurred when my iPhone was powered off and I was in good coverage area. 6 of the calls (3 going into voicemail and 3 ringing on my phone) were while I was at home and on WiFi with my iPhone powered off. The other two calls were away from home in a good cellular area with my iPhone powered off.

I just tried again at home. Phone powered off. WiFi off. Straight to voicemail. Repeat. Same result.

I want to be able to untether from my iPhone for short amounts of time and use the Watch only. I have no confidence in this Watch due to my experience with my first identical watch and now the replacement. I hope it is something simple that I do not know being a new Apple Watch user.
