See the Install missing components section of Troubleshooting issues with iTunes for Windows updates. You can extract the .msi file from the iTunes setup file of the version that you are, presumably, trying to uninstall. See also the section Missing MSI errors which might be what you really need, and review the rest of the tip, particularly the second box on removing and reinstalling iTunes.
