After upgrading to High Sierra, I cannot find Telex mode of Vietnamese keyboard.

If you are running any anti-virus program, especially WebRoot it should be disabled.
Try booting into Safe Mode and test.
Use safe mode to isolate issues with your Mac - Apple Support
