My Mac Mini does not boot up

My Mac Mini cannot boot up for some reason. It gets stuck on the boot progress screen for hours, and just yesterday it stayed like that while I was at work for 8 hours. I have shut down and booted up in recovery mode and have reinstalled OS High Sierra. The entire process wen through and loaded, and when it was all finished installing and booting up, I get the frozen progress bar again. I have attached a screenshot. I also did a disk utility check/repair and everything checked out fine on that end.

I called Apple support and they instructed me to reinstall the software as I did. The informed me that it does not seem to be a hardware problem but a software one.

This is a 2010 Mac Mini running OS 10.13 High Sierra (bought in Summer 2011)

Any help would be much appreciated.

I could not boot into recovery mode for some reason. Called Apple support and they instructed me to reinstall the OS via recovery mode. I did and it installed, but when it boots up, get the same problems. Freezes when the progress bar is at the end in the bootup screen. I shut it down, booted up in recovery mode and was able to run a disk check. All came out good. After this, still could not boot into the home screen. I couldn't even boot into safe mode. I hope that I can at least boot it somehow and get important data off it before I wipe the drive because I know that is what I'm going to have to do.
