New apple id email verification process keeps failing. Why ?

I tried to create an apple id several time. I got the verification email in all the attempts along with a verification code. But when I tried to submit the verification code, apple says 'an unknown error has occurred'. This keeps happening for me. How to solve this problem ?

Try restarting the device/computer.

If necessary, there is a contact link.
