Roaming: iPhone send SMS when turned on

I was charged for roaming SMS when I turned off and then on again while I was overseas. Checking with my operator, they said it is iPhone which is doing that. Android does not have this behaviour. Does anyone else have the same issue? Does anyone know of any tip to disable this behaviour? Can I disable the SMS function altogether on the phone?

Thanks/Samson

Very generous and on a grandfathered plan as well, that allows this (the current plans do not allow this, except in the higher tiered plans, and those are pretty obvious for those "power users" or people that like to rack up the mileage in the "Mile High Club").

I checked my Messages settings and you can toggle iMessage on and off, but as far as your standard SMS, I don't see an option for that.
