Hi! I have a book that is a PDF and I’d like to sell it on the iBooks store. I don’t have a Mac but I have an iPad mini and iPhone 7 (and a Windows laptop). How can I upload my PDF book to the iBooks (or iTunes) Store? Thank you

No there is no software for Windows that lets you publish directly to Apple. I suggest you use an Aggregator/conversion house and convert your stuff, if necessary, to whatever format the Aggregator accepts.
You can deliver .epub or .ibooks formatted books to the iBooks Store, but not PDFs, they are not accepted.
To deliver, you will also need access to a Mac to deliver, since iTunes Producer is a Mac only app and required to submit your book. See the link below for details.
