Activation error iPod Touch 5th

Hello,

I have an iPod Touch 5th which will erase all the data but when I try to activate it it presents in the Activation Error screen and it does not allow it to go up. Now update iTunes to its latest version, restore the IPod with the latest version of ios for that model (9.3.5), ta, either change the cable and try to activate it from a Wi-Fi network and still continue to present the error of activation.

What could I do in that case?

Could it be an apple error?
