Can you send read receipts (with iMessage) to android phones from iPhones, and to iPhones from android phones? If not, why? It seems to me that if it can be done by both phones, there is no reason that it cant be done between these two types of phones.

To be sure, could this in theory be done with sms messages? (In which case, would it have to be the carrier that does the implementation of the feature?) (In other words, is it something that can be expected in the future?)
I have this feature with my carrier. However, much like iMessage, if the other person lacks this option, the status doesn't show. Both parties must have this enabled via their carrier and device must be compatible, which most are

It doesn't help matters that, with iMessage, the default is Don't Send Read Receipts. Don't know about your carrier.
Correction: I am able to see if my messages were sent, delivered, and/or read by the recipient if they have the same SMS capability
