i cannot delete Photos library from Mac: why?

I selected the Photos library in Pictures and dragged it to the trash can. The bar came up but not showing progress. A week later still not deleted.

What's the problem?

Thank you

(1). What is system trash? Where do I find that?

(2). I just deleted iPhoto Library to trash but when I tried to empty the trash can (having restarted first) it seems to be stuck on emptying the trash.

Any ideas?

Thank you

Having deleted Photos no space was freed up on the Mac.

I emptied the trash can and restarted the Mac.

The Photos.app in Applicationsis part of the system and cannot be deleted, only the Photos Library in Pictures.

If you created the Photos Library from and iPhoto Library, your Photos Library and the iPhoto Library are sharing the photos by hard links. You will have to delete both of them to free storage. (Photos saves disk space by sharing images with your iPhoto or Aperture libraries - Apple Support)
