Do you have MMS Service with your cellular telephone service provider? Do you have cellular data enabled on your iPhone?

Do you have a phone number checked in Settings>Messages? Tap Send & Receive. What shows there under "You can be reached by iMessage at"?

That's not true.
Try rebooting your phone. Since you don't say what model phone you have, if you don't know how to reboot, let us know.
