I have an iTunes gift card and was trying to use it on Apple Pay cash card for an online account.

No, an iTunes Gift Card cannot be added to your Apple Pay Cash balance or used in any other way via Apple Pay.

Follow the instructions here to instead redeem your iTunes Gift Cards and credit the balance to your Apple ID account:
