Hello, I’m very sorry to hear that and I understand your frustration. This could be happening because of the websites you visit. There isn’t a real fix but I suggest you use another browser for now. You could also contact the website owner and inform them about this.
I’m getting the “Congratulations” redirects almost daily when I use Safari on my iPhoneX. I’ve tried deleting my web history, made sure that I had the right pop up blockers on and updates done but no luck. It happens daily and is so frustrating when I’m in the middle of an article! I am able to close out and start over, but is there a better fix??

Go to settings down to Safari delete history and data.

Yes. This is so annoying. However, if you are reading news articles, you could use the ‘News’ app.
