Look in Settings>General>About>Model.
If the model number contains AE, AB, or AH, the phone came from the Middle East and will not have FaceTime unless it is being used IN the Middle East in a country where FaceTime is not banned or restricted by law. If it is used outside of the Middle East, it will not have FaceTime at all.
