Question mark folder blinking after i tried installing macOS high sierra on macbook pro 2017, how do i fix this?

A folder icon with a question mark is how the Mac indicates it is not able to find a valid system file to use for booting.
My suggestion would be do an Internet Recovery Boot as directed in the link below. After doing that, repair the your disk using Disk Utility.
