Child Apple account can't log in to FaceTime nor iMessage

I've created two Apple accounts for my 9-year old twins. One works well and was able to log in to FaceTime and iMessage. The other account is operational, but can't log in to use FaceTime and iMessage. An error message always "comes up".

iPad (5th gen) Wi-Fi, iOS 11.2.5

If you're having trouble getting signed into iMessage and FaceTime with an Apple ID, we've a couple resources that can help, depending on whether you're signing in on a Mac or an iPhone, iPad, or iPod touch.

For iPhone, iPad, or iPod touch: If you get an error when trying to activate iMessage or FaceTime

For Mac: If you can‘t sign in to your iMessage account or FaceTime on your Mac
