Serial number lock out
My daughter's phone was stolen. They changed the apple id password and we are waiting for recovery. Is there a, way to lock the phone with the serial number? Phone is shut off with cell service.

No, sorry, but the only control you have over that device is via the Find My iPhone app. You can put it into Lost Mode or you can Erase it, and the Activation Lock (if Find My iPhone was turned on), will remain in place.
I take it you mean they figured out her Lock Screen passcode? If so, then the only action you can take is as stated above:
Find My iPhone: Lock and track your device using Lost Mode
Find My iPhone: Erase your device
