why wont it let me download any apps it keeps saying i have a billing issue

If you are getting a ’problem with a previous purchase’ message you owe iTunes money, that will have to be paid before you can download anything else : If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store - Apple Support
