The issue I faced was Apple ID created but unable to update payment method in order for iTunes store to work. I just tried logging into Apple ID site (appleid.apple.com) and tried adding payment method again. This time round I manage to add and save the payment method.
Then from my PC, I launch iTunes and login with my Apple ID. It prompted to review account as the apple ID was first time accessing to iTunes store, I check on Review and saw that payment method data was there. Looks to be working correctly now, will try on my iPad when I'm home to confirm that it works on my iPad too.
Hope this helps and everyone managed to solve their issues with Apple ID.

Try quitting and restarting the applications, then try again. If you still have problems, contact iTunes Support.

Tried creating new Apple ID using iPad, iTunes on my PC but keep getting the same error as what you faced.

Called apple support and all they said is that "We are aware of the situation for users in Singapore and we are trying to solve the problem"

I encountered both errors the past few days. It's really frustrating, logging with Apple Support doesn't help. It's just a waste of time as what they asked me to try I had already done so before Apple Support contacted me.
Clearly there's some bugs with creation of new Apple ID (Not too sure does this only affect Singapore users), which Apple have to figure out and fixed!
I've tried using the browser on both the Mac and my PC, iTunes (on both platforms too) to no avail. Guess I'll have to contact support about it

Unable to get complete Apple ID, stuck at "Please enter your town" when there's no town field
