The issue I faced was Apple ID created but unable to update payment method in order for iTunes store to work. I just tried logging into Apple ID site (appleid.apple.com) and tried adding payment method again. This time round I manage to add and save the payment method.
Then from my PC, I launch iTunes and login with my Apple ID. It prompted to review account as the apple ID was first time accessing to iTunes store, I check on Review and saw that payment method data was there. Looks to be working correctly now, will try on my iPad when I'm home to confirm that it works on my iPad too.
