Couldn’t setup apple pay

Hi, I have Iphone and trying to setup apple pay but keep getting ‘could not setup apple pay’. I tried: 1- reseting the phone and that cause me to lose some stuff... and didnt solve the problem. 2- off the icloud then sign in again ... also didnt solve the problem. 3- off the wallet of the apple pay and restart the phone ... also disnt help. Could you advise!
