I have MacBook Air running macOS High Sierra. I want iso file of macOS High Sierra ? how to get that ?

There is no iso file of High Sierra. You have to download the installer from the App Store. If you want to keep a copy, just quit the installer and move it from the Applications folder to somewhere convenient.

if I want to install on any windows platform then , for that purpose, how to extract ISO file from that ??
It is not legal and violates Apple's SLA to install macOS on non-Apple hardware.
