Trying to install software not from Mac App Store or identified developers (re-install Word 2008 for Mac, Open Office). Security will not unlock to allow. I have the correct login and password but it still does not work. Is there a break-in?

The OP was asking about Office 2008. Any app released before the introduction of Gatekeeper in Mountain Lion circa 2012 is not going to have a Developer ID. They didn't exist then.
I don't know about Open Office. The developers of many open source/cross platform tools are completely unaware of changes on the Mac platform in the past decade or so. And there are a few developers who know, but refuse for political or practical (i.e. malware) reasons.
This really just a shot across your bow, warning you that you could be adding problems because the source has not been checked.
Usually if you try 2 or 3 times it will let you pass with an added warning.
Otherwise hold down the command key as you click on the Installer.

LOL if you say so. The only MS app I've ever installed was One Drive and I didn't have to "allow" it using control click. Was just wondering. 😎
