Your iPhone can only decline incoming blocked calls - it has no control over your carrier's network. Usually when a call is declined, it will go to your voicemail. Whether you do it manually, or your iPhone does it for you because of a matching blacklist entry, does not matter.
Therefore, I second MrBill3's advice to check with your carrier if declined calls can be prevented from going to your voicemail.

That is correct, but it's up to the carrier how to handle declined calls. I'm assuming this setting can be changed, so just give them a call. With my carrier I can call my voicemail to change the settings using menu prompts (i.e. which calls the voicemail should answer).
I checked this with a friend, had her block me (yes, on the exact same iPhone, same iOS update), I called and didn’t go to voicemail. Just couldn’t get through. She unblocked me, it’s fine.
Besides, the Block Contacts feature is a _phone_ feature, not a carrier feature. It should never be allowed to connect to voicemail if a person is blocked.

If you have verified that the callers are truly blocked in your phone, contact your carrier.

I already state that I’ve blocked these callers. That’s the ONLY way I know to block callers.
Please understand that I’ve already specified in my original post that they’re blocked, and still calling. These are people whom are in my contact list that are blocked and still getting through.

From what I've seen, the calls are not really "blocked," the phone simply won't ring and the caller is sent to voice mail. Text messages are treated similarly. You won't get the alerts but the messages come through.
