I AM MISSING all my photos from November to February 2018! HELP!!

I AM MISSING all my photos from November to February 2018! I have no idea how this is possible. I regularly backed up my iphone SE on icloud and it always said it was a success. Had my phone restored because of an apple software glitch today and now my photos are not coming back?!? I thought icloud held those documents indefinitely unless you erase them. I never erased those photos... (backed up my phone to the latest icloud backup option which was from last night. Now THIS disaster. I need those photos back!) HELP?!?!?

One thing to note: If you were/are using iCloud Photo Library, then the photos are NOT included in your iCloud backup since they should already be stored in iCloud. See Note 1 in the "Here’s what iCloud Backup includes" section of:
