Error Message appears during install:
There is a problem with this Windows installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor.
Can anyone shed light on what is missing and where I can get it.

Since the icloud did NOT install at all the Windows installer package fix does not work -- there is nothing to 'uninstall' to be able to try again. Instead -- icloud just does NOT install at all.
I have a Windows 10 Professional Dell computer brand new out of the box. Trying to install newest icloud for Windows Version 7.3.0.20.
I thought there was a problem with the download so I have downloaded the icloud installer multiple times, restarted the computer, gotten all Windows updates and still a problem.
I get this error message when I try to install iCloud for Windows 10 on my HP Computer:
