As per the Terms of Service of the iTunes & App Stores all sales are considered final.

You can however follow the steps in this support document:
Get help with an item purchased from the App Store, iTunes Store, or iBooks Store - Apple Support
One of which is to log into http://reportaproblem.apple.com and raise an issue with the purchase there as well as request a refund for it. Do note that as per the terms above Apple is under no obligation to grant you one, so its best to ask nicely but don't expect one.
