If you turn it off in Settings>WiFi, it will not turn back on by itself. If you turn it off in control center, it will turn back on at 5:00 AM or when your location changes.

Turn it off in Settings.

Note that if you re-boot the phone, regardless of how you turned it off, it will turn back on.

What i mean is i want to find a way which would stop it turning on when it wants too.

I like to be in control when my wifi is on.

If you want your WiFi to stay turned off until you turn it back on, go to Settings>WiFi and set it to "Off". Or tell Siri, "turn WiFi off". However, there's generally no good reason to turn WiFi off. Leaving it on doesn't use much battery and improves the accuracy of your GPS.
