It sounds like what you'd see if you had Voice Over enabled. Once you get into the phone, go to Settings>General>Accessibility>Accessibility Shortcut and turn it off.

I figured it out. In settings>General> the Voiceover was turned on. When I cut that off, it works properly. You helped me get down the right path. No idea how that got turned on. Thank you!
The double tap worked to get me into the phone. But the accessibility was turned off. Touch screen not responding well either. Tough to get into any settings or click any buttons on the home screen. You have to press multiple times

Very often it gets turned on if the shortcut is enabled. Sorry I didn't give you the information on how to turn off VoiceOver directly. I'm so glad you were able to find it on your own.

Two things: first, be careful how many times you try to enter the passcode. If the phone is registering the numbers wrong, it could lock up the phone with too many attempts.
Second, sounds like you need to have the phone evaluated at an Apple Authorized Service Provider. Locate one here: Apple - Find Locations

I like to think of this as team effort!
The clue in this case was the outline around the buttons.
The numbers on the phone aren’t responding in order to unlock the phone. When you push a number, A Circle appears around the number but it doesn’t respond.
