I can't find an easy way to delete all the bookmarks I have in Safari on the cloud!? Or on my iPhone. I don't see a "select all" anywhere. Is there a way to do that? I am keep trying to import the ones I want from a file, but I can't find a way to re-sync the new ones and delete the old ones.

In safari bookmark side bar hold shift key , and select the desired number of book marks , take cursor on top menu bar > edit and click on delete , they will be deleted in one stroke .
To export bookmarks , you have to select them , take cursor on top menu bar > file > export bookmarks and you have to decide to which location they should get saved in finder > iCloud Drive > documents or can create a new folder and add bookmarks in it .Click on drop down arrow of where as in screen shot and choose the location .And regarding re sync the new ones and delete the old ones see this article iCloud: Restore your contacts, calendars and reminders, or bookmarks
Since the phone Bookmarks are syncing to your computer and you have a separate file of desired Bookmarks, try deleting them from your computer. If that successfully syncs, then import from your file.

That's not what I am looking for. I don't have this issue on my iMac desktop. I am having this issue on my iPhone. There isn't any option to "select all" in any way and delete. I have to turn Safari off in the cloud because my iPhone bookmarks will keep populating my desktop browser and I don't want that. I want the desktop bookmarks to get into my iPhone. I had to manually delete each one then turn the Safari in the cloud, then it synced them down, but this was very time consuming. There should be a "select all" or "delete all" option in Safari on my iPhone.
