how to copy ringtones from PC to iPhone SE

I have custom ringtones on my Windows PC and want to copy them to my iPhone SE - with or without iTunes. Can you tell me what needs to be done?

iPhone SE, iOS 11.2.5

Thanks for the response. These two suggestions are correct and I understood both of them before I posted this question, but they do not work on this iPhone SE. The tones all appear in the "Music" area in iTunes with the iPhone SE connected, but they will not "copy" to the "Tones" section. I am missing something.

Any ideas? Thanks
